The project was divided into two phases.

The first phase included the following sections:
- an analysis of the documentation,
- an analysis of the existing transport and utility infrastructure,
- an analysis of land ownership in the area of ​Fiesa-Pacug,
- checking for illegal construction in the area,
- a review of initiatives submitted to amend the Building plan and
- an invitation to investors to engage in the preparation of amendments to the Building plan.

The second part included the following sections:
- an overview and the examination of the new initiatives and their integration into the change of the Building plan,
- preparation of project work for an evidence base for OPN (Municipal spatial plan) or the change of the Building plan,
- setting stages for building public infrastructure systems and preparation of the financial construction for studies, expert groundwork and spatial plans.
